sm_watch console command not working

Detailed description of the bug
Prior to the recent CSS server changes, you could type "sm_watch playername" into console and upon hitting enter, you would instantly be switched to view that specfic player - so long as they were alive and you were dead or in spectate mode. This command was mainly used to quickly and directly target a player, so that you could view their players actions while you recorded a demo. Earlier when we had a hacker online, I attempted to use this console command to begin recording a demo upon the start of a new round, and the command did not work. It showed "unknown command: sm_watch" in the console. The only option I had to find the player was to left click and manually cycle through each player until I landed on the player I was looking for.
