CS2 - Multiple TTT features not working

[bracho]

What is the scope of your bug report?
CS2

Short description of the bug
Multiple TTT features not working

Detailed description of the bug
1. Count of terrorists, innocents, and detectives not appearing in chat
2. Shop not working - in-round points never increase from 0
3. Type of round is not disclosed (Low gravity, pistol only, etc.)
4. Identified bodies do not populate in the chat

All four issues were observed across multiple maps. Reconnecting, restarting CS2, and restarting PC did not resolve this issue.

frio, facilier and i noticed karma was changing the other day too, could result in a temp ban if it gets too low from playing about with the others in the server even while it's broken.
