XNA Game Studio. Its free but if you want to publish the game your have to pay like 100 dollars or something.

There is also "FPS Creator X" and "FPS Creator", they are both nearly the same... Except one is only Vista compatible and supports DX10, while the other is only Windows XP compatible and DX9
