Virus that locks my computer functions up

recently my computer has become infected with a virus that blocks/locks down some desktops, but not others. An example would be that both my mom and dads accounts on my computer (windows XP home) are affected. They had their desktops changed to white, task manager has been disabled and their start menu doesnt have the log off option, and the other menu icons on the right side, such as my computer, control panel, ect. However, my desktop is not affected.

I have AVG for anti virus and was wondering what are my choices besides reformatting. I can take some pictures with a camera if you want to see what I mean.

NO NO NO AND NO!
This is the worst virus protection (if you call it that!) that I have ever come into contact with. I bought the 50$ version at bestbuy and it absolutely was horrible. This is the worst excuse for protection ever.

Some free antivirus programs:
AVG 7.5 (they may have a 8.0v out)
Avast Antivirus
 
well he said AVG didnt work, which sucks because i use AVG and it makes me question it now.
 
Err I phrased that wrong, I didnt have AVG when I got the virus, but tried it to help contain the virus
 
A program i strongly recommend for removing a certain type of virus is vundofix, google for the download link. It will scan your computer for that certain virus and delete it for you i used it on quite a few computers and hopefully it'll help your problem.
