Help with Skins in TF2

I need a little help learning how to use skins in team fortress 2. I really want to use this one: http://www.fpsbanana.com/skins/46109
I did what it said and extracted the file to my team fortress 2 file but it is not showing up. Am I doing something wrong? Is there a button in tf2 that I need to press to allow the use of skins in our server?

The folder is
My Computer > Local Disk C) (Or whatever hard drive your TF2 files are on > Program Files > Steam > Steamapps > Team Fortress 2 > TF2

Unzip everything to that folder.
