Same as I did with DODs and CSS...
When I gave guest pass of DODS, maybe 20% had it. Not hard finding a person.
CSS was a bit harder. 70-80% on my guest list have it. Bit harder to gift it.
So I get TF2 guest pass, go to gift it... and I find 2 people out of 124 that don't have it.
WTH?
I even tried this on my main alt account with tf2 as well. 2, 3 people without it, on an account with 64 friends.
How many copies of TF2 have actually sold?? And anyone else notice this?
