in TF2 there is a server setting called 'SV_pure'. This lets the server decide how much has to be default and how much can be custom. All of our TF2 servers(except private) allow you to use pretty much any custom skin on characters, weapons and things like the health cabinets in spawn, and even sounds(I know I have all of these).
