i belive you are thinking of glow skins which are a form of hacking so they would be outlawed on most servers

You can get it free but its illegal and we dont discuss such things here.

If you dont have the money for Photoshop, you can try Gimp. It's a free open source image editing program, supposed to be a lot like PS, popular with the unix/linux crowd.
