CS:S Droped FPS and lag spike help!

Hey! I have a problem i was playing on our Prison server and all of the sudden my FPS dropped to 10 and my ping was up to 500 i was gone after about 10 seconds but now its happening all the time can anyone help?

4GB of DDR2 RAM

also set your setting ingamesettings to the lowest, and see if that works.(resolution, etc)
