I;ve tried all of this but it still has the same problem. And I AM clicking shut down after the arrow. Any suggestions? Is it hardware?

Can you describe your PC in more detail, please? Specifically, what is your video and audio configuration (both hardware and software)?
What apps are you running when you try to shutdown? What specific security software are you running (interested in any antivirus or anti-spam solution)? Does it happen all the time or just sometimes at specific (which ones) situations?
Has shutting down ever worked for you?

Has shutting down your PC ever worked for you on the computer on which you're currently having problems with now?
Some ideas:
First: Your video card is an 8800 so it's an nVidia based chipset. There's a known problem with old(er) nVidia drivers causing process hangs when shutting down in Vista. What is the driver level of your video card? Or, to skip a step, make sure you have the latest drivers (nForce?) appropriate for your video card.
Second: Are you running Vista fully patched - including Service Pack 1? If not, there is a known problem with audio drivers in the non-SP1 Vista. You should be running SP1 if you aren't.
Third: If steps 1 and 2 don't work or don't apply, you need to dig some things out of the PC log. Here's one way to get it:
- Right click on (Vista) Computer.
- Left click "Manage."
- Click Continue at the UAC prompt (if prompted).
- When "Computer Management" appears, look for "Event Viewer" and left click on the twisty (arrow).
- Left click "Windows Logs"
- Left click "System"
Now find the rough time when you last tried to shutdown your PC. Most of the messages should have the little blue "i" with a circle around it. See if there are any yellow or red icons. If not, then you will need to dig for the last informational (blue) message that appears when trying to shut down your PC.
Let us know what you find.
