need help

I saw a topic on here but cant seem to find it anymore. It was about the Steam Ticket thingy. Well I deleted the files it said to and now Steam wont load....When I click on it it starts by updating and then immediatly says Can not connect. Whats Up?

Apparently vista dosent like to delete the .dll file and something happened to so I just downloaded the installer again and repaird and wala.
