If you've researched it, you would know NEVER (except very special circumstances) overclock your CPU/RAM with software.
For your own sake, research a bit more. www.overclock.net is also a GREAT place to learn.

There is nothing wrong with overclocking your cpu, gpu and ram. Use rivatuner to overclock your gpu because it also has a fan control the catalyst does not. But catalyst has temp monitor and artifact testing which is good. Memtest is something you should use as well to stress your memory and find out if you have any errors. Everest is a great tool for stressing your cpu among other things. pcwizard08, 3dmark 05, 06, and (if you have vista) Vantage are great benchmarking tools. PCmark 06 is also good to have. If anything begins to over heat, your first solution is to get better cooling heatsink/fans, and a good thermal compound the arctic silver.
If you have any errors during memtest (you should use memtest overnight to get a good idea how well your ram is doing. One error is too many) that means your fsb is too high and should be lowered.
Also keep in mind when you overclock your gpu to over clock one thing at a time and test. Core clock first, Shader second, memory third. Also, when changing fan control I would start it at 100% and move it down until the noise lessens but it keeps the gpu cool. Mine is at 75%

Your core clock looks good. The shader can probably go up another 100 and your memory can probably go up another 200...maybe 250. However, I don't know what brand, cooling device, and I'm guessing your memory is 512mb DDR3.
Did you run the ATI tool and scan for artifacts??? If so for how long and how hot did it get?
Just an FYI in gaming your CPU will be the bottleneck. Meaning if your video card is out performing what your CPU can handle...you will see no improvement. That is why benchmarking is important.
I don't think you should have a problem with that though.
If what you have is good enough for you then by all means stick with it. I'm just giving you the most out of your video card with it being stable.

Oh, your overclock settings should have been fine. What kind of cooler does it have? I have all copper heatpipe design with exhaust. Keeps it nice and cool.

i have Nvidia so im not sure if the ATI will work and after about 3 hours on my oc settings my screen starting going all staticy and white noise
also i have 2.15 Gigs of ram and on the graphics card i have 256MB DDR3
Sounds like an overheating issue.
Have you been monitoring your temperatures?
yeah, i would think that it could be a temp problem, even if they are steady, it could still mean its hot and could be causing problems.
As for bottlenecking, i know exactly what that is. ATI Radeon 3850 combined with a single core P4. Great setup for awesome bottlenecking
