Ins dedicated server rcon not working in hlsw

Im running an Insurgency server from the steam source dedicated server program and cannot get hlsw to work with it. I have the password typed in correctly but it still says it failed. I have tried using my local ip address and it says that the rcon password is right, but then it cant retrieve the logs. If I use the actual server ip that people connect to, it does not accept the password



any help?
