Is my CPU bottlenecking my GPU?

Hey guys!

I have been wondering that, if I cannot fix my stutter with my new hard drive and RAM (4GB) It seems to be bottlenecking problems between games (even Single Player games :(...) So I have been wondering, is my GPU (Ati Radeon 4670) Bottlenecking my Anthlon 64 X2 6000+?

I have checked my CPU and GPU, and every other parts of my computer to see heat problems, Nope.

My specs are...

RaidMax 700W Power supply
320GB HArd drive w/ 250GB Hard drive by Western Digital.
Ati Radeon 4670HD by MSI
M2N MX SE PLUS By Asus
Anthlon 64 X2 6000+ (Dual core).
4GB Of ram by G. SKill

Is there any problems? Or is it my Motherboard because I dunno which one should I save up for right now... Or both, which could take month w/o any gameplay of TF2, and other games, plus it bottleneck/stutter in freaking Dwarf fortress!!!!! I am really sad that my computer even sucks at a ACSII graphiced game D:<...
 
Everything looks fine to me. However, I'm not expert on AMD systems, so I can't really tell you if there's some sort of hardware compatibility problem or not.
 
At face value, Anthem, the specs for your PC look fine. It's hard what the cause might be without more information. We need to get some logging information. If you go into Performance Monitor, it'd be a good start. Set up some alerts for your CPU and hard drive.

You could also run some benchmark programs, such as Performance Mark, choose whatever you like. Compare your PC performance against the results uploaded by other people. Are you below average?

Last, stuttering in PC's, if not related to heat or voltage, are often due (in my experience) to hard drive issues. Have you run a hard drive diagnostic? What's the transfer rate for your hard drive?
 
Heh, I'm running your same card, except with an AMD Athlon 3200 X2.
Your CPU is definitely not bottlenecking your GPU.

Does it stutter on single player games as well? I had a stutter a while ago, turned out it was my wireless card.
 
Try switching hard drives postions or leave a gap between hard drives
 
@tipsyman Vista, 4GB of ram will just do it for vista.. I have no driver issue I guess, I updated my Motherboard and Graphic card, etc.

@Scrappydoo, Ummm.... How do I do hard drive diags? and volts are enough to power everything in this build.

@Big D, I have did that, and switching hard drives and gaps... It did nothing...

BigbaddaBooma: I thought so, anyway I am making a suggestion that my CPU ranges from 30C to 55C in heat, and volts goes from 3.21 and higher to power my GPU, I guess it is my motherboard I guess? Maybe suffered from the last electrical surge then.... Lemme check me capaitors, ummm motherboard experts round' here?
