Eh, looks like you've tried just about everything AWPerator. I'd recommend, instead of reinstalling Windows, to install Windows on a different partition so you can dual boot. Then, install steam, download a small game, and see if it will run. If it does, you can either keep that partition solely for gaming + the other one for work, or move all your data from the other one to that one.

Or, if you have Vista (like I do) that happens to me sometimes. I just right click the icon, and then Run as Administrator. That works for me. I hope it helps
