Quite possible actually.
VAC/PB usually takes upwards of a week or to to actually take into effect after they've verified hacks on an account, or so I've heard.


There are also many hacks that don't trigger VAC/PB.

VAC isn't a godly, all knowing program that will ban anyone who can make those insane, impossible shots.
Rather, it's periodically updated with patches that recognize hacks that exploit the framework of the game, thus, when new hacks come out, a patch may take a while to come out.

The only useful tool to prevent people from cheating is a vigilant but cautious admin. VAC and PB only catch the most massively stupid of cheaters.

It takes VAC2 a few days to a week to actually give out a ban for a cheater since it uses delayed banning. This makes it so that it's harder for people to know if a cheat is detected or not. In that sense, yes it's very possible to have a cheater even in a secured server.

Yes, you can have hackers in VAC servers and PB servers unfortunately.

Too bad our admins are vigilatious for hackers and are often strucken down by the might Banhammer.
