that shouldnt happen unless you did something REALLLLLLYYY BAD like left it overheated for a long time, but even then that shouldnt happen.
it is proably your system thing going wack and being stupid like mine :]

Some computer and processors have what i think is known as throttling... basically, when you are idle, the computer automatically reduces the clock speed to save on power and keep the computer cooler.

This is a feature mostly found on laptops i think, but i wouldnt be surprised if it was incorporated into desktops, especially if you bought it from dell or another company. There may be a setting in your bios where you can enable or disable the feature. It may also be throttling it down for some other reason, ie. heat.

Either way, that would be my first and probably only guess... but i have a feelings its normal behavior, you may be able to change this behavior in your bios or something, but im not completely sure cause i dont know what components you have in your system.

That makes good sense.
Try it out by closing all applications and try to reduce as much cpu load as possible then check the ghz.
Then start a game and as much other junk as you can, alt tab and check it again.

PS: get more ram :D

yeah looks like a similar function like intel's speed step.

basically speed step ups your core clock when the cpu is being used more and puts it back down when it is idling. this is supposed to increase cpu life decrease power consumption blah blah blah its a stupid setting and should be taken off all chipsets but thats my opinion. Amd probably has a similar setting. you need to figure out what its called from one of the AMD fanboys on the forums ;) and go into your BIOS and turn it off.

not the problem. backgournd processes might change your cpu usage but does not change its core clock and voltages.
