what do these do?

They change the rate at which you exchange information with the server, although you will not notice a change because all of eGO servers are on very good boxes, players around you will notice the difference when in a different server.

Because eGO servers are 66 tic there is no use of putting 100 because server will automatically lower them to 66 / 60 you can try putting this settings:

cl_cmdrate 66
cl_interp 0.05
cl_interpolate 1
cl_lagcomp_errorcheck 0
cl_lagcompensation 1
cl_smooth 0
cl_updaterate 60
rate 25000

You can make autoexec.cfg file and just copy / paste this in:
//_Set Netcode vars_
cl_cmdrate "66"
cl_interp "0.05"
cl_interpolate "1"
cl_lagcomp_errorcheck "0"
cl_lagcompensation "1"
cl_smooth "0"
cl_updaterate "60"
rate "25000"

save it and put in X:\Program Files\Steam\SteamApps\your user name\counter-strike source\cstrike\cfg

and it will auto load on cs start
