Instruction 2 states:
2. Then you need Photoshop (6.0 and above) with the .vtf plugin (download at http://nemesis.thewavelength.net/index.php?c=154).

Does this mean that I need photoshop in order to skin???

No, im perfectly sure you can do it in any program. Once you have edited it, you can convert it with a vtf converter.

I use GIMP, it's free to download and use. I don't think its as advances as Photoshop, but its enough to do skinning. Certainly more advanced then MS Paint
