TF2 stuck in windowed

ok i set the launch options to windowed and now its stuck like it even when iv removed the launch options, any idea how to get it back to normal?

Uhm. . . I would give you 2 different techniques to possibly fix this.

1.) Right-click on the icon -> Properties -> Be sure under RUN it says NORMAL WINDOW
2.) Open the game -> Options -> Video -> Be sure it says FULL SCREEN
