A couple people have been getting this problem. I got the problem myself, and I said, "Oh, just re-start Steam!" WRONG! Here is how you fix it.
1. Close Steam. <-- Very Vital.
2. Go to C
C:, D:, E: etc)/program files/steam.
- Delete Steam.dll
- Delete SteamUI.dll
- Delete Clientregistery.blob
3. Open Steam and wait for the update to complete.
4. Load a game.
And you're done. Good luck.
