Ok, i have a GTX 280 right. and for some reason, it would output its max capacity. most of my games max at 60 FPS. it is in a PCI Express 2.0 x16 slot

Processor: Phenom x4 2.3GHz
Memory: 3GB
Motherboard: ASRock 780a WiFi edition

Do you have V.Sync turned on?

Vertical Synchronization makes the card output limited by the monitors frequency, i.e. 60Hz.

TF2 and CoD 4 are both capped. i'm looking for a good benchmarking for my other games, i have been thinking about fraps, but from what im told, it kills ur fps anyway.

it can be turned off in the videocard control panel

i'll check the vsync and my drivers are updated i'm pretty sure anyway.

ok, i think it was the vsync, cuz i took the sync every frame option off on CoD 4(vysnc i assume) and now i hit max 120 fps, sometimes 150 fps.
