and a budget, i will get that in a hour or so.

It's a Dell, which means a PSU that's probably mediocre at best. Take off the side panel and check the amps and watts on the 12v rails. Are you using Vista x64? Or x86?

You're also playing at 1280 x 1024, still a CPU-bound resolution, which means anything above a HD4850 512MB, HD4870 512MB or GTS 250 will be a waste. You'll need at least 30amps on the 12v rails to power the HD4870. If your PSU has less, its a toss-up between the 4850 and GTS 250. Google for reviews comparing the two.

HIS HD4850 512 ($130) - http://www.newegg.com/Product/Product.aspx?Item=N82E16814161259

EVGA GTS 250 ($130) - http://www.newegg.com/Product/Product.aspx?Item=N82E16814130468

Sapphire HD4870 512 ($155) - http://www.newegg.com/Product/Product.aspx?Item=N82E16814161268

Try overclocking the Q6600 to around 3Ghz. At 1280 x 1024, you should gain a few extra frames per second.
