Ok so I finished DLing TF2 how can I change DirectX level?

It's in the Options, Video settings, Advanced settings.

If your game wont launch and you need to change it right click on it,
go to properties,
set launch options,

# -dxlevel <level> - Forces a specific DirectX version when launching the engine. This is useful if your graphics card gets significantly better performance in an earlier version of DirectX (e.g. NVidia GeForce FX 5200). Options:

* -dxlevel 60
* -dxlevel 70
* -dxlevel 80
* -dxlevel 81
* -dxlevel 90
