yeah. look at the forums for it. they have a ton of topics on how to improve your rates. this is a closed discussion

rates is one thing, but it won't be fixing your personal lag/ping/latency unless you get a better connection or something. im not sure there are any console commands that can do this.
just make sure in your steam options that it is correctly and accurately displaying your connection speed, as well as connection location

Get a different ISP or search for spyware on your computer. Remove background programs using bandwidth. I have a lot of problem with Latency sometimes, but it is mainly because I have an unstable wireless connection.
