How to upload GIF images?

Hi, I really wanna upload my userbar (in my signature) but when I go to the file that it's kept in, it's not there, and Iw as wondering if anybody knew how, or if there was a program that turned GIF images into something that I could import onto css?
For anybody that tells me to look it up on Google, I already did

i personally have a program called SprayR which uploads imagines directly to your spray list in CSS. its a pretty basic program, very simple to use....try it out!
