You might have seen this, Might Not. Made public in march, I only saw it yesterday. It appears to be some kind of viral advertising for Episode 3.

^ This website leads you to the Video too. The Red Circle works like the Xbox 360 wheel kinda - the top button takes you to the video. The left takes you to a fake news broadcast of a European city getting enveloped by walls similar to City 17. It may even very well be the foundation of City 17. The right takes you to some Eastern European newspaper fragments.
The bottom of the circle opens up a Prompt. If you type Pandora (lowercase) into the prompt you get back Copay Pales - an anagram for Apocalypse.
And also check out http://babel-research.eu/
My guess is somehow Babel Research is responsible for the original portal that the combine entered through. Their website mentions their benefactors...
