If possible, blur the background, and make the background darker?

I just posted this in a different thread but I thought that maybe one of you creative types might be able to help, here is a copy of that post---

click on the above link to see a spray I use to have for CSS, it's the same as my avatar. When i uninstalled a while back I lost this spray, and i didn't have it saved anywhere.
I had a friend whom I no longer have contact with convert this gif file into a spray that will work for css, I have no idea how he did it, this might be pretty easy for some of you.
Can you help me with my spray???
