I have a younger nephew who is getting into gaming and i want to create a Limited User Account on my computer so he doesn't have administrative access to my computer. That way i can monitor his time on the computer and where he surfs the web through parental controls. The thing is, when i created a new account none of my games from steam are there for him to play. Do i have to re-install steam and the games for him to play on his account or is there a way i can have him access the games from my account.
 
You should be able to change the sharing settings on the games folder so that he can view them. Here are instructions on how to do it.

Open Windows Explorer and go to Tools > Folder Options > View.
Scroll to the bottom of the list and ensure that Use Simple File Sharing is unchecked.
Navigate to the directory where you installed Steam (typically C:\Program Files\).
Right-click on your Steam folder and go to Sharing and Security...
Click on the Security tab.
Select Users from the Group or user names: dialog box.
Set Permissions for Users to Allow Full Control.
Click Apply.
Login to the limited user account. (shortcut: Windows Key + L)
Create a shortcut to Steam and test the login.
