instead of a weapon shooting over an area, bullets travel directly where you aim them, making weapons tremendously more effective. Scouts with pistols are lethal with no=spread.

Next time you're in-game, walk up to a wall and fire your gun at it - notice how the bullets are not hitting exactly center, and not in the same place? If you were using no-spread, all fires would be exactly center.

As described above, no. This is a cheat. eGO does not condone cheats.

Damage No Spread:
In the regular servers, no. In the competitive league: Yes.

Damage spread alters the value of damage one receives (or inflicts) based on a number of factors. Standard Valve configuration permits this variation. For competitive play, the variation is disabled.
