Scrims are now between houses only. So I guess the answer is never.

To get a promotion and join in scrims you must join a house. We have a variety so you can decide. I guess there will be no scrims between clan ranks, but as Rocket said you could ask the council. So pretty much you must be in a house to be in a scrim.
