i think i understand the question. MAUL is an automated system of giving people admin that have the right access to it, it is good because then the council wont have to do it manually (i think)
but if you are talking about the specifics on like the coding or how it does it, i really dont know

MAUL lets us keep track of players for more than just admin, but for tracking bans, server activity, etc.

its the Admin system eGO uses. it pretty much give the admins the power they have and tracks what you've done i think.

more to the point actually, MAUL is our global admin. what that means is, that we can keep track of any player in the community. it allows us to view bans that we issued and see if they contest them so we can explain to the players why they were banned and such.
it also allows them to give eG's and eGO's access to admin.
but that is not all that MAUL does, if you are banned from the severs, you steam id is taken into the system, and you will be banned throughout all eGO severs. hence, we do not need to make any requests to ban players from all severs.
if your banned on one sever, you are banned on all severs. from css to tf2.
