Maybe turn down your brightness and contrast in your video settings for Css?
 
dude first load dust2 and go to spec press esc and go to settings and then the video tab u will see the brightness button press it and adjust the gamma lower = darker higher= brighter set the bar lower till u get to ur prefrence, btw make sure u load dust2 first dont adjust from the menu so u can get better results

and by the way u can change ur crosshair color from the multiplayer tab in settings
 
Considering Tiny is a long time CSS player, I don't think it's a problem with gamma.


It may be your lighting acting up, and your graphics card is overdoing the bloom. Not sure how to fix it, maybe revert to an old driver or find a new one.
 
I Used to have this issue in Garry's Mod. At least if you problem is the same as mine. My old graphics card used to render HDR on some maps really bad, so it would be blindingly bright. I fixed it by turning HDR off, and using bloom instead, however my friend has had a similar problem having bloom on. So yo ucan try turning both effects off completely. You can do that in the video>advanced tab.


I don't have the problem anymore on my new graphics card by the way, but I am unsure as to whether the maps in gmod were updated, or if the more powerful card renders HDR better.
