According to this thread: http://forums.steampowered.com/forums/showthread.php?t=930130 Valve invited some competitive players into the new beta. Some people have been posting the changes they have found. Some are pretty interesting.

Facts about the Beta
The beta will currently involve elements that are both for competitive AND public play. Certain modes or changes will be available for the competitive scene as CVARs for example; but changes related to class balance will be applicable to the public as well.
One reported map change. See below
Suspected List of Gameplay Changes

Map-related changes
[unconfirmed] New screen shot of first stage of Goldrush suggests some wierd changes. Could be fake, could be real - details are very sparse at the moment.

Other Changes

Suspected class-specific changes

All Classes
[confirmed] There is now a menu option that will reload all clip-based weapons when enabled - however, this feature currently is in the testing phase and may get tweaks.

Heavy
[confirmed] The heavy appears to have gotten a KGB replacement of sorts that makes him go around pyro speed when their out. This would explain the "vanguard party" achievements that were popping up earlier.
[confirmed] The heavy's minigun cone has been tightened; however there is no confirmation whether this change will remain permanent.

[confirmed] There are going to be changes to the sandvich. However, these changes are still mostly in the planning phase.

Medic
[confirmed] There are improved particles to show when players are using Kritzkreig more easily.

Pyro
Scout
[confirmed] As of the moment the Sandman reduces the scout's health to 95 and returns his double jump. There are planned changes to the stun mechanic, but none have been implemented yet.
[confirmed] FaN knockback has been adjusted significantly; it now knocks back targets based on damage and distance.
[confirmed] Pistol scripts will apparently no longer work. The pistol fires every 0.175 seconds at its maximum rate as opposed to .1 seconds
[confirmed] Pistol now fires at the rate of 1 shot per 0.175 seconds while holding down attack button (used to be 0.25 seconds)

Sniper

Engineer
[confirmed] The engineer is receiving a wrench that allows him to build his buildings faster. It does not allow him to upgrade them and repairs them at the same rate as before, however.

Demoman
[unconfirmed] There are some proposed changes to the demoman and soldier's self-damage; however no specifics are available as of yet.

Soldier
[unconfirmed] There are some proposed changes to the demoman and soldier's self-damage; however no specifics are available as of yet.
[unconfirmed] (credit to ThatLatvianGuy for spotting it first and forwarding the image and Vandall for spotting it on the thread) According to this screen shot, the Soldier has a mysterious bar next to his ammo counter. It is currently unsure what this bar does or what its for.

Spy
[confirmed] The spy is apparently getting not one, but two suits. However, it is currently unsure if both suits or just one will make it past the beta.
[confirmed] The first suit is as heard of before, giving the spy 90% damage reduction from flames and takes the place of his revolver.
[confirmed] The second suit is also geared against pyros, but its effects and abilities are currently unclear.

Some are pretty interesting but some are pretty dumb. i.e reducing the scouts health to 95 when using the Sandman. Your opinions?

I must have missed something entirely...

What is the whole TF2 Beta 2 thing about? Is it a new sub-game, or will it be the whole game? Confused...

i think the sandman wouldnt be a problem if they would nerf the FAN to where it was before (not killing stuff in 2 hits)

95 health is really really low :O

Nope, same game. Valve just got a bunch of competitive players to give their thoughts on the game and worked with them to correct the issues/make changes to the current game.

Not so sure about the double-jump/reduction in health change, but otherwise some interesting points to look over.

Are we thinking before they finish the soldier/demo/engy updates, or possibly somewhere in between?

Supposedly they want to get this out With or Before the next class update.

As for the sandman, I would view this as fair. The sandman was a weapon that was not only banned outright in most competitive sectors, but was generally hated by the public as well. The health reduction will not likely be as bad as it is at the moment.

I expect it to lower to perhaps 100-115, and there are mentions that tweaks will be made to the stun mechanism, however it is vague at the time what this will be, it can be as simple as adjusting stun duration to changing the stun's effect entirely (I'm personally hoping for something that still lets you fire, but slows down the target immensely and joggles up their WASD keys.(The directions randomly move about the WASD keys, Up is down left is right etc, but random)

As i said in the other post, seems like hats will go to the "better" or as they say "Higher class" players. I say this because they talk about hats denoting ranks in wartime, and talk about the higher class citizen wearing hats, whereas the lower class wearing no hats. Just speculating, seems like thats what they want you to think though. Uh oh! Im so excited though!

Making Minigun cone tighter = Natasha being useful for once?

This is acctually only for the Better competive teams in cevo just so every1 knows. So unless ur in cevo dont be very exicited yet because it will probably be a while = P

The spy suit seems sorta useless now that I think about it. If the pyro is in a group the spy is still set alight and will get killed by everyone else, if the pyro is alone all he needs to do is switch to axtinguisher and kill him. It even takes away the main form of defense a spy has.

Do want heavy changes.

Hm... you'd think they'd give the heavy the pretty simple buff of no knockback when wound up. (like tfc)

Hmmm never heard of this before.. interesting to see how this plays out..
