steam problem due to...overclocking?

Well i really want to overclock my CPU, not just for added bragging rights but also for the performance. However anytime i touch it in the slightest and add the smallest amount of MHz, my steam doesn't work properly. I got my AMD Phenom II X2 550 to 3.6 GHz and steam won't even start at all...it just goes into not responding mode while trying to load up, and i have to close it out. On lower clocks it will load up and the game will load up, but i cannot usually enter a server, saying Security Connection Issues or something and it won't load a server. Sometimes it will however, but then its as though things are pretty glitchy and somewhat slowed down.
Is this seriously due to overclocking my CPU, because how would that affect anything, really...is there some sort of setting anybody may know about that i need to change in order for it to work properly when OCing? Obviously it isn't just because of an unstable OC, since i can't even OC it 100 MHz without steam having a hissy fit about it.
any help?

EDIT: I was browsing on some other forums and google trying to find a fix, and i just thought my RAM would be holding me back, (currently just using my old 2 GB DDR2 Dual Chan PC4200 533Hz). then i found this response to a question.
Definitely go the 1066mhz ram. Since you do plan on overclocking, the 800mhz ram will limit your overclock IF you keep the ram synced with the fsb. If you don't keep it synced, which i personally like to do, then either would work just fine.
Since i am keeping my FSB the same and just raising the multiplier in my overclock, does this have anything to do with it?? How do i overclock properly so my ram is in sync or works properly?

If it's just the multiplier, I doubt it would cause any strain on the RAM. You can run Prime95 to determine if the problem is related to the clock speed of the CPU. Does this problem just affect steam, or are there other games/programs which have the same problems? The speed of your RAM will also hold back the effectiveness of any CPU overclock, I recommend you get some 800 Mhz sticks if you really want to speed up your system.
 
ya i will get some in the future once my local store gets more that i want in stock, but from what i could tell it was just steam that was affected, i played other games and applications without a problem. didn't try to stress it out on prime95 for a long time yet because i just didn't have the time. i might try to absolutely max out my overclock just to see what i can get, then stress it out on prime95 just for kicks, but im sure i'll need to tone it back down to default to get steam to work
 
If Steam is the issue, try checking if it is running in compatibility mode. Right-click Steam in its my program folder and check, I had the same issue and I never even turned it on. For some reason Steam will load its process in compatibility mode, but won't open the actual program.
 
it isn't running in compatibility mode...erm...whats making me mad is there is basically no other posts about it anywhere on the internet from what i can find. there is one post on steam forums about it but people just say his OC is instable blah blah and thats pertaining to TF2 and not CSS. also he doesn't have all the same issues as i do. oh well
