Nope, double jump does that sometimes. Look closer and you'll see it.

Oh my god, I've never seen that before. Physics bug?

They did that to the Scout's legs so they could make sure the head hitbox remains on his head when he double jumps, but it really screws up everything below his waist. Before, sometimes the head hitbox would unbind from the Scout's head for a few seconds.
