Keyboard mixup in counterstrike source

[robocop911]

I was playing css and midway through the game i tried to type an @ symbol but instead a " symbol came out, I then pressed the button that normally produces a " symbol and thus a @ comes out. A few other buttons have switched and this only occurs in css. I have tried to restore the keyboard to the default but itstill happens, any ideas how i can sort this out?
