Horrible FPS problem

Well, you see when im in game i get around 20 to 50 fps, but sometimes it shoots up to 150 - 200 for about 20 secs and then back down again. Ive tried ending all processes that are not neccessary. I logged my processes cpu usage for a day while i was playing and found out that steam.exe uses up 20 to 30 percent of cpu and sometmes goes down to 1 (Thats when i get 150 to 200 fps) but hen shoots back up. Im not running any other steam tool of game and was wondering if anyone has a solution to why steam is using up that much and why it shoots down and back up again. This thread may seem very very confusing (Im not good at making my post clear) but please does anyone have any solutions?

msconfig - remove everything in startup, and hide all microsoft and remove all.

than try, if it works, you have a problem with one of those other apps.
if not, than you need a new os install.

if a new os install does not work, than you need a new video card/ cpu or motherboad.
 
what are you comp specs and is it only in CSS? What are you settings at because HDR on full will rob a HUUUUUGE amount of fps from you if you don't have the build for it. and for the graphics gain of it it isn't worth it anyway, put HDR to off in options/video/advanced
 
It could be many things. Be more specific. Whats your VGA and OS? How long have you had css installed for? Have you downloaded any new drivers? What have you installed recently? Post your dxdiag and I'll see if anything's wrong with your rig. Go type dxdiag in start menu and click "save all information." Also what maps do you play the most?

Well im running Windows vista home premium and its on all steam games and its on all maps i play, im just wondering why i only get 150 - 200 fps for 20 secs then it goes back to 20 - 50. ill attach my dxdiag. Im actially really surprised i can get up to 200 fps on my crappy laptop but i wanna know what causes the 200 fps to stay only for a short time. LOL i would buy i real gaming rig but unfortunately I dont have enough money. :(

Edit: i forgot a few things, ive had css installed for like errmmm 6 months and i have the latest drivers.

Your laptop isn't bad at all though getting 200 frames isn't normal either. With those specs running on med/high css should be getting about 35-50 frames on dust 2. Those random bursts of frames could be caused from something running in your background. I suggest completely reinstalling counter strike/steam by removing all local content in your computer and deleting the cstrike folder and then reinstall video card drivers. Sounds like a lot of work but it's really not.

By looking at your specs.

Your CPU should do ok. I game on a laptop but mine are a lil better you should have your settings all high no AA or AQ color correction off and you use billaner how ever you spell it
