CSS and L4D problems.

So here's the deal, I started up CSS today and i got horrible FPS spikes, that's of course went down to like 10-20. I usually get around 100-120. I tried lowering all of my graphics settings and still, the same problem. I ran TF2 to see if I had the same results, and I could run it just fine will all of my settings on high. I played L4D and I had the same issue as I did in CSS. I've tried reinstalling my CSS, didn't go away. I tried removing my cstrike folder and then playing, and the problem still occurred. I thought it was because of no memory on my HD, so i ordered another HD that's has a TB on it, and of course, that was not the cause. Here are my specs, which i have had for some time now:


Windows Vista 32-bit
4 gigs of ram
e8400 @ 3.0
8800 GTS
23' Samsung Monitor

PLEASE HELP

See if your GPU is in its power saving state. Open up EVGA precision tool if you have it, if you dont you can get it from evga.com.

The program will graph your core clock, shader clock, and memory clock as well as FPS and GPU temp. When in windows and not gaming it should be low and clock up when you open a game.
For example when idling my gpu memory clock is 100mhz and when i game it goes upto 1100, core clock idles at 300, cranks up to 650.

Idle in windows for a few, make sure the clocks are low . Open TF2 or CSS for a few minutes and then exit the game. Take a look at the graph in Precision tool to see if its clocking up like it should, then clocking back down when you exit. If something is wrong the graph shall let you know.
