Nah it's reasonable for a spy to take a tele if there is no one else and it's lvl 3.

Scouts should no be able to use teleporters, period. Valve needs to make this law in the next update. It is really annoying.

Spies can run at normal speed, slow soldiers and heavies get the most advantage out of it. And engies get to go first to protect their stuff. I think the chart is just fine.

Scouts can use teleporters if they're level 3 and/or there's no one around. Otherwise you can use WingspanTT's spy rule #86: Its ok to steal a teleporter from people with less points than you.
