CSS Chat

Hi, lately when I talk on CSS, it takes 10 seconds to send one message. So, I was talking to AzN MoDeRn WaRfArE, and I say Hey AzN! And it takes 10 seconds, and he says what's up, and I send a message and this time it takes 15 seconds? Why is it doing this? My Ping is fine, brand new computer.
