Implementing more rules only creates more situations where people break them.
As Ill Legend says, it's not the rules, it's the people. No matter how many rules you put in someone will always want to break them.
If a warden just makes the Ts sit the whole round, then tell them, "Hey, man, do something else! They've been sitting there doing trivia all round long. What's the point of doing this every round?"
Rules are meant to retain people actions not to change them.
