With the recent removal of gold per 10 stacking removed on the same items, should the armour component be re-applied to the item "Heart of Gold" as the issue with the item originally came from it being stacked?

That IS a good question. I think they should, but I doubt it will be passed.

Personally, I think no. Considering that Philo Stone + HoG on certain characters (Leona, Jarvan, etc) is so good, and those champions also benefit extremely well from armor, they don't need to add them together into one item again. Tanky DPS is still extremely strong even after the nerfs.
