How come there is no rule against camping. For instance the CT who stays in B the entire round while bomb is plant A, or the T who has the bomb at the end of the round when time runs out.

There is a rule against it. the CT's or t's should always be completing the objectives at all times. camping shouldnt be happening much.

Just do the objective, you can camp as long as you really want though before 1:30 in your spawn. But after that you need to go for the hostages defuse the bomb defend the plant or try and plant.

As they said, the rule is that the teams must be actively attempting the objectives at all times. On bomb/defuse maps, it is the terrorists job to at least try to plant the bomb while also being out of spawn at 1:30. On these maps, Counter-Terrorists must defend the bomb sites. However, in the instance you stated, if the bomb is planted at the opposite bomb site, the CT's should be making their way over to it in an attempt to defuse, not just sitting at the opposite end of the map.

Same goes for hostage maps: The CT's goal is to rescue the hostages whereas the T's goal is to defend them or kill whoever is leading them home. On these maps, CT's should be out of spawn by 1:30 and trying to get to/rescue the hostages.

Zimmy

I think Zimmy said it well, but I would also like to add something. If someone is breaking a rule the best way to get an admins attention to take care of it is to use team chat (u) with an @ and explain what the problem is in admin chat.

Here's how it works: In a cs map, such as office or italy, the T team is allowed to camp, since their objective is to stop the CT team from rescuing the hostages. But, if a CT does get the hostages, and the T team does nothing to stop it, they are camping.

In a de map, such as dust, the CT team is allowed to camp because their objective is to prevent the T team from planting the bomb. But, just as Zimmy stated, if the bomb is at B, for example, the CT's can't be camping at A.
