After uninstalling programs and cleaning my computer, I'm going to try to play CS:GO again.

I know I'll have the problem with low FPS. Do you think you can help me boost my FPS, and what do you recommend me to do?

Razer has a game booster that could work and if you got a nvidia graphics launch card CS:GO from Nvidia Experience and turn off V-Sync

Try running the game on its lowest settings. If this doesn't help, you may need to purchase a new processor/graphics card.

Lowest resolution and lowest settings. Even with that I average 30 fps

Normal 4:3..1024x768 res..rest video settings low except for shadow(med or hig).
Disable Antivirus while playing.
Disable unnecessary processes or services in task manager!
Hopefully can get better fps :)

If you're referring to NVIDIA GeForce Experience..from personal experience with the program, I wouldn't recommend using it as it caused more problems then helped - BSOD's mostly.

But as far as relating NVIDIA with CSGO - they've been patching up the memory leaks quite a bit, if not fully fixed them, so you should have a better time playing it then before now.

if your cpu is what is bottlenecking your pc, then add -lv to your launch options, this will enable low violence mode, which disables ragdolls and removes blood splatters.

You can manually change the settings in game but I don't recommend changing your video card settings in a program like GeForce Experience. Altering the card settings via the control panel isn't a good idea either. I recommend, if you play the game a lot, that you use settings that match your system. Start with settings that go together, like Game Detail and Textures and if you're trying not to use memory set them to Low. Hope this helps.
