Battlefield 4 Server administrators can abuse what is the reason

I'm going to assume you are talking about tossing a UCAV from the uncap, or into enemy uncap.
Limiting and/or retricting weapons go against the Rules of Engagement (RoE) that is defined in the EULA for server adminstration. Not that DICE will come down on the day of eGO if we ever implement something like this, we prefer to have as close to an unaltered server as possible.
It has been discussed before about limiting weapons of that nature, however, it's been decided to just enforce the rules. If someone wants to be cheap and toss a UCAV into enemy uncap, then we can w/k/b them from the server.
Also, what server administrators are abusing this?
It appears you were doing it from inside spawn, you just have to be sure you are outside of the uncap, but you are most definitely allowed to use the weapon. Same thing for mortars, which you have to be very careful with if you use them to hit outside of a, because if you rapid fire, the 3rd or 4th shot can stray into uncap.
