The title pretty much explains my suggestion.
I think this has been discussed MANY times in other forums, in admin chat, in discord, and wherever else. On top of the general discussion, I also believe that most players agree: When someone has been CT banned, they should not be able to leave the server for x amount of time, to return after said amount of time, and instantly rejoin CT. The timer should only be ticking down when they are alive and well on T.

After hearing you guys' points of view, I must admit that I agree with the person only being CT banned as long as they are on T side, not exclusively counting alive time.

The new suggestion would be as follows:

The timer of the CT ban only starts ticking down when the player is on the T side.

The timer as of current I believe only starts when they get swapped. The problem exists because players immediately leave, go take a break, come back and do it again.
If anything, the 15 min timer should start after the round is over from when they get swapped when the player is actually on the T side.

Ahhh, alrighty at least it starts when they are swapped. But I agree that this has definitely been a thing people do, mainly the toxic CT mains. While Damon made a pretty valid point, having to spend more time as a T when you mess up will likely make the guards be even more careful when shooting and an overall more quality team of CTs.

people have lives outside of jb. also I smell a issue where most people will be ct banned and too lazy to even play the server and wait.
say timmy got banned on his razer laptop, you know those things get hot right, but jimmy has to go eat dinner. normally he'd shut down the laptop but he can't because counter strike jailbreak server says no.

+ JUST GO AFK DOES NOT SOLVE THE ISSUE SHUT UP

I mean, they can go AFK, but when they get swapped to spectator the clock stops ticking.

the point of a ban is to learn from it, if you can only leave whenever you're ctbanned and it wont affect in shit then why do we even ctban?

He shuts off his PC to let it cool down, and when he's done with dinner he rejoins jailbreak and finishes his CT ban as a terrorist and hopefully learns from his mistakes. :)

Why can't he shut his laptop off in this??? What's the example supposed to argue?

I do think a better solution and sort of middle ground would be to base the CT ban timer to where you must be actively on the server and on the T side of the scoreboard. This avoids any issue with basing it on alive time, while also avoiding the issue of the person just moving to spectate for 15 minutes and going afk or being able to leave the server all together.

After hearing everyones point of view, I completely agree. Unfortunately Damon does make some good points..
 
15 minutes of alive time is way more than people might think, 15 minutes of alive time could take up a whole map, if you like to rebel then it can take like 2 maps
 
1000%. But its meant to be a punishment. Thisis directly used as an alternative to banning them completely. Respectfully, if I CTban someone and they dc, and reconnect after, I'm gonna start just banning them. The thing is this. No lesson is being learned. They repeat the actions that get the CT banned, and in most cases the admin who done it leaves at some point, and the other admins don't know they are getting away with it. What's the point in an admin CTBanning someone if it's ignored. I don't mean to be all rule with an iron fist, but it needs to be a tangible punishment. You can always CT ban for less than 15 mins if ur worried about it, or unctban them if it becomes something more harm than good. I assert that as of now CTBan ultimately is just a warning and not treated with the same weight as an actual ban.
 
Well we already require 8 hours of alive time to even be a CT... shouldn't we change that to be ingame time too by this logic?

I agree that ingame time is a good compromise between all time and alive time.

Noooooooooooooooooo. The 8 hours of alive time as a T to get max queue priority is super important so people understand generally how the server and rules work to an extent before playing as a guard. This prevents so much free-killing. Plus IMO if someone already spends the 8 hours alive on T in the first place on the server to be able to play as CT when it is active, it means that they play the server a descent amount and should know what to do and what not to do. That being said, I don't think 15 mins alive is too much to ask for when someone free-kills, but I do understand if others think that it's a bit extreme. I agree with the middle ground that everyone else seems to be leaning towards, of being active on the T side of the scoreboard on the server for the timer to tick.

Players can go to the forums or admin chat to report rule breaking. Forums are generally reserved for strict offenses and require a disproportionate amount of time to fill out just for a 15-30 minute CT ban. They're off the table.

Admin chat is also not a reliable way to consistently punish all rule breaking. Admins play the game like everyone else and simply cannot babysit every single player. Sometimes rules are broken and there isn't enough time to go through each complaint.

The goal of CT bans shouldn't be to teach lessons, bans should prevent rule breaking. Punishments must be strict enough to discourage players from breaking the rules in the first place.

One effective change could be implemented:

You know how CTs who are banned for more than 15 minutes are slayed? Do that with 15 minute bans, too.

Almost everyone here has expressed how current CT bans are inadequate to the victim, the rule breaker, and admin. After being swapped, a baiter or free killer can leave and come back as if no punishment had been given. The victim feels unsatisfied and the admin who gave the punishment is more likely to see further complaints.

Slaying followed by a swap is the quickest and most satisfying way to take the rule breaker out of the game. It rips away the satisfaction that a free killer might get from breaking the rules. He doesn't get to play through the end of the round, benefitting from his free kill. It's incredibly rewarding to all parties except the rule breaker, who knows he does not get away with his behavior.

The best part about this change is that we know it works! Many admins already adopt this rule and give 16 minute CT bans to slay the rule breaker. This is small change that saves everyone time and frustration.

Admins shouldn’t be using a 16 minute swap to make the player get slayed. /spec is sufficient if necessary. Longer CT bans (30 or 60 minutes) are used in limited circumstances as well.

The main reason to avoid a CT ban that slays the player or moving the CT to spec is so their gun does not drop into stack and ruin the round. If all CT bans resulted in a slay, this would happen quite often.

This is neither here nor there.
The main reason to avoid a CT ban that slays the player or moving the CT to spec is so their gun does not drop into stack and ruin the round. If all CT bans resulted in a slay, this would happen quite often.
This is avoided through stripping the player first, then slaying and banning, making that the ctban command.

I agree that if a player is intentionally baiting and/or server disrupting, they should be moved to spec followed by a CT ban (can't slay cuz of what CT 5555 CT 5555 mentioned about the gun dropping), but for the more accidental free-kills, where say a player was trying to shoot a rebeller but hits some1 else by accident, that doesn't really warrant a slay. Yea it's unfortunate, but simple accidents do happen and is usually handled with just a basic swap pretty well (most of the time a regular will swap on their own if they do this). I feel like admins already do a pretty descent job of fitting punishments with the crime, and will often up the CT ban to 60 mins if the rule breaking and carelessness of the guard is consistent. A player who genuinely just had an accidental free-kill though, should not be slayed in my opinion. If someone freekills on purpose, that is already handled very well with an instant 24 hour server ban, which is increased if said player does it more than once.

Again, CTs can be stripped before slayed, removing any concerns of a dropped gun.
For the more accidental free-kills, where say a player was trying to shoot a rebeller but hits some1 else by accident, that doesn't really warrant a slay. 15 minute CT bans are handed out disproportionately compared to 24 hour bans. There’s a very good reason why. It’s completely unrealistic to expect admins to consistently determine if a player intentionally free killed someone through a few sentences in admin chat.

You need 8 hours alive to reach maximum priority for CT. I think it’s fair that you are held responsible for what you end up doing on the team that spawns with guns, accident or intentional.

The whole point of creating a stricter punishment is to incentivize players to follow the rules. Admins cannot monitor every single player 24/7 in a completely unbiased way, nor should it be expected of them. This forum being created demonstrates that the current punishments to many players are inadequate, and ought to be stricter.
