So after getting some info on innocents calling KOS, I've learned that they're allowed to call KOS, but no other player can follow it. Some other things were mentioned about it regarding traitorous behavior, but I believe that if you are innocent / traitor, you should not be calling a KOS.
The only reason I bring traitors into this is that you don't know who a traitor is. For the most part, when we get new players, they see KOS and try to hunt the person to kill them. But since they aren't allowed to follow anyone but the detective KOS, it creates some situations for RDM.
If having a KOS called on you is suspicious, what good does that do for anyone else? There's no point in calling one. You can say the player is suspicious so that people can be careful around them. Regardless of whether someone calls KOS, they still need probable cause to kill someone. Someone could still report what they believe to be an RDM if an innocent kills them without typing it in chat first. And if someone sees a gunfight, they should let them finish that gunfight because it could either prove someone's innocence or add extra suspicion (I.E., not I.D. the body, IDing it and them being innocent, or IDing it and seeing it was a traitor.) which in turn could allow the detective to gather information leading up to a proper KOS.
It was also made clear to me that if someone calls a KOS on someone who is proven innocent, it's traitorous. But some people may follow this anyway, and the traitor can bait innocents into killing each other.

Let's disallow innocents from calling KOS entirely.
