I really often play early mornings or weekdays. This being said, I have ran into MANY MANY chat spammers, MFKs, abusers, etc. In those moments, @ or & are not really useful since there is literally 5-10 players total on all servers.

I really think !votectban !votekick !votemute should be something community could use.

Another alternative would be to have server ambassadors which have these poll powers.

Also, why are rounds so short when there is only 2-4 players online? Makes it totally unplayable.

Probably because the server plugin thinks it is supposed to be LR and not actual gameplay.

Is this a reccuring donation? I've tried to look for one time donation, but haven't found it.

Edit: found it, but only on reccuring. I'd make a bigger one time donation than being tied monthly.

the !voteban and !votekick commands, im pretty sure are for special and necessary cases (such a racism, sexism, DDOS or other that really need the individual in question out of the server), you still can just gather evidence like a video or picture if it was in chat and do a Report Player with that evidence you collected and his steam id, leadership will handle the request as fast as possible.

If you really think about it just a little bit, letting all the people just able to use commands as votekick or voteban, can lead to terrible outputs, this is not a fantasy world where players will always do good things (which you may realize too because you this post to get rid of rule breakers).

Imagine no admins, a group of not so nice people and a young person, the not so nice people as they think they are the best and don't like the young person, they want him out of the server, they influence the rest of the players online (because people are easily influenceable) and just completely ruin the young person experience by kicking him or banning him, why? because they decided to be "funny" and be complete douchebags, so yeah no way there is going to be a "basic community powers".

Have you noticed there is no !voteban other than CT? And I mean a 15min ban maximum, just enough so admins may join.

Same group of people you are talking about could be paid supporters and still do it so that argument isn't valid IMO.

There is, when there is no admin, DS have the commands !voteban which ban the person in question for 2 hours or 12 hours (don't think so) , which give them enough time to fill a report player (they still need to do it if they do voteban) and LE are able to place a ban without the person or admin or LE being in-game

It is not the same though, its easier for LE to handle those DS who abuse their power, not only that but its just a bit more challenging for those rule breaker to do as the case (as they would need to at least pay 5 dollar for a stupid thing which still helps eGO by giving money) so instead of maybe 10 out of 20 not so nice people abusing the commands, there may be 2 out of 20 and as it is a low number LE can handle it faster.

For round length, if there are 1 or 2 Ts, then LR automatically starts. LR time is short and depends on the number of CTs, which is why the round time is so short.

As people above have already said, !votekick and !voteban commands do exist for DS members to be able to handle severe rule infractions when admins aren't on. The reason we only have these two commands, and not !votectban is because we do not intend these commands to be used for minor infractions. Offences players would normally be CT banned for should not be handled by DS members, the two DS !vote commands are only to be used in severe situations (Racism, Blatant Cheating, Discrimination, Blatant Mass Freekill), etc. DS members should not be votekicking or votebanning for freekills, pursuing without suspicion, etc. These situations should be handled by attempting to get an admin on via &message (cross-server chat), or by creating a report (when continuous). We already very frequently deal with cases of DS abusing their votekick/voteban permissions, both to use as a "joke", or when they frequently use it to mini-admin/handle minor situations. It would be far worse if these commands were public.

Simply put, votekick/voteban/votectban will never be made public. In a perfect world, that system would work -- it is not a perfect world.
