Does the dongle (receiver) have a button or light on it? Does the bottom of the mouse have a button as well called 'connect'?

The only thing I can think of right now is moving the mouse closer. The hp instructions actually suggest a 1 foot radius and not more if you're having this issue. If moving the mouse closer helps you might have to figure a way to do that. As well metal surfaces or too much material between the...

Not sure of the reasons as to not having it enabled. (Maybe due to people needing to spectate or something like that.) Either way there are tools for auto afk management and spectate kick's. I know that a lot of servers (at least in the past) did not like them, but, maybe ask one of the DL's...
